What it does

Track multi-phase build plans: gates → objectives, closed only with evidence and only on the current gate (fail-closed).
Focus directive, blockers, skills/deps, and cross-agent activity — rendered as an interactive in-chat dashboard.
Read tools (search, fetch, status/focus) and guarded write tools (set focus, complete objective, add/resolve blocker).
